This issue with China and rare earth minerals has some huge private information problems. China has never officially announced any rare earth mineral embargoes on Japan or the United States, thus forcing both countries to discover the embargoes for themselves. Because China never made those embargoes official, Japan and the US have had to try to figure out a game plan for themselves without really knowing what China's true incentives are concerning rare earth minerals. The fact that China has implemented these embargoes so "quietly," makes it seem like China is deliberately signaling to Japan's BFF, the United States, to stay out of their (trade) business.
